New York has a very low positivity rate. That means that very few of their tests are coming back positive. Niagara County's Public Health Director Daniel J. Stapleton says with so many variables potentially at play, it would tough to explain the one-day spike. All right, a very low chance for a one day spike in New York. Phew!
